Hoje várias tentativas de atualização do Ubuntu 16.04 LTS para 18.04 LTS falharam. Tentei fazer isso usando o programa Software Updater e a linha de comando. Aqui está a saída da linha de comando (cortando 'http:' para 'ttp:'):

Comentários:
Anteriormente, atualizei com sucesso esta máquina de 14.04 para 16.04. Portanto, não estou familiarizado com o processo.
A seguinte mensagem de falha apareceu ao usar o Software Updater e a linha de comando:

Antes de tentar a atualização, chamei com sucesso sudo apt-get update
várias vezes hoje, então não acho que tenha um problema de conexão de rede.
Na saída acima, a seguinte mensagem parece ser significativa, pois aparece três vezes:
The value 'stable' is invalid for APT::Default-Release as such a release is not available in the sources
Can't call method "policy" on an undefined value at /usr/bin/apt-show-versions line 56.
Este é o único lugar onde eu poderia localizar a string 'APT::Default-Release':
$ cat /etc/apt/apt.conf
APT::Default-Release "stable";
apt-show-versions é um programa Perl. Se eu copiar esse programa para um diretório temporário e executá-lo como meu próprio usuário usando /usr/bin/perl, o programa será concluído com êxito e sem saída de erro. Ele não lança uma exceção nestas linhas:
55 my $cache = AptPkg::Cache->new;
56 my $policy = $cache->policy;

Acho que o que você precisa fazer, de acordo com este tópico , é editar seu arquivo apt.conf:
E altere o conteúdo para isto:
+1 isso funcionou para mim. Tive que criar um novo arquivo /etc/apt/apt.conf
Eu parei a atualização quando notei o erro, criei o novo arquivo apt.conf e então "do-release-upgrade" me pediu para atualizar/atualizar antes de voltar para do-release-upgrade.
