Como posso consertar isso?

Eu tenho seguido este tutorial :

$ sudo systemctl start nagios
Failed to start nagios.service: Unit nagios.service failed to load: No such file or directory.

Qual é a causa do problema?

Eu tenho:

Então, simplesmente recebo este erro quando insiro este comando na minha VM mestre:

 sudo tc qdisc add dev eth0 root netem delay 97ms
RTNETLINK answers: File exists

Alguma ideia de como isso poderia ser consertado?

Estou executando este comando no Ubuntu:
