O SSH falha com o erro "Permissão negada (senha)"

Estou tentando SSH em um PC (vamos chamá-lo de B) com o Ubuntu Server 18.04 de um Raspberry Pi (vamos chamá-lo de A) com Raspbian Stretch Lite. Ambos estão na minha rede local. PublicKeyAuth está desabilitado e PasswordAuth está habilitado em B (uma cópia do meu /etc/ssh/sshd_config em B é anexada ao final da pergunta)

Quando tento ssh user@Bde A, ele falha com a mensagem Permission denied (Password) depois de examinar a saída de ssh -v user@Bpensei que ainda poderia tentar usar o PublicKeyAuth e encontrei essa outra pergunta discutindo como forçar o cliente a usar PasswordAuth.

Mas o comando sugerido também não funciona, então parece ser outro problema.

Também excluí a entrada para B do meu known_hostsarquivo em A, caso isso venha com algum valor padrão anexado, mas o ssh ainda falhou.

Quando tento ssh do meu notebook com as mesmas configurações em B, ele me pede uma senha e me conecta depois de fornecê-la.

É possível apenas adicionar a chave de A manualmente em B, mas gostaria de saber o que eu configurei incorretamente para evitar isso na próxima vez!
