Não é possível instalar via Ubuntu Software- "transação apt retornou resultado com falha na saída"

Estou usando 17.04 (instalação limpa) e, pelo que me lembro, todas as tentativas de instalar qualquer software falham com esse código de erro.

Tentei sudo apt-get update && apt-get upgradee o problema persiste.

alguma ideia do porquê?
