Iniciar supervisord resulta em falha

meu /etc/supervisor/conf.d/supervisord.conf:

[supervisord]
nodaemon=true

[program:rsyslog]
command=service rsyslog start
startsecs 5
autostart=true
autorestart=true

Eu recebo o erro:
