Erros ao instalar o Jupyter com PIP no Windows

Estou tentando instalar o jupyter com PIP. Estou executando o Windows 10 Enterprise com python 3.12.0, pip 23.2.1.

Recebo o seguinte erro de pip install jupyter

Tentei então instalar os pacotes Cargo e Rust. Consegui instalar o Cargo, mas recebi o seguinte erro para pip install Rust
