gpg：无法导入密钥：“新密钥但不包含用户 ID - 已跳过”

我正在尝试在全新安装的 Raspbian (Debian) Buster 上导入 Github 的 webflow 签名密钥。

 $ gpg2 --recv-keys 5DE3E0509C47EA3CF04A42D34AEE18F83AFDEB23

我不理解错误消息，并且很难找到遇到相同错误的其他用户。gpg版本：

    您可能正在使用keys.openpgp.org具有所有者批准系统的密钥服务器 - 除非相应电子邮件地址的所有者允许发布它们，否则它将删除所有用户 ID。

    尝试从其他地方下载密钥，例如：

    • --keyserver hkps://keyserver.ubuntu.com
    • --keyserver hkps://pgp.surf.nl （前SKS池）
    • --keyserver hkp://pgp.rediris.es （前SKS池）

    （未来的 GnuPG 版本将接受没有 UID 的密钥，尽管除了直接基于指纹的比较之外它不会非常有用。）
