O downgrade do OpenSSL corrige isso, é claro, mas não posso usar coisas que são compiladas para versões mais recentes do OpenSSL. Existe alguma maneira de se conectar à rede Wi-Fi?

/etc/ssl/openssl.conf
. Certifique-se de usar o TLSv1.0, que é o que funcionou na minha horrível instalação do MS AD.Obviamente, deve-se pedir ao amigável SysAdmin que pare de usar software proprietário, ou pelo menos aceite versões de protocolo mais recentes.
